OFFICIAL STATEMENT FROM KITAGWENDA DISTRICT LOCAL GOVERNMENT ON THE CONCERNS AT KANYABIKYERE PRIMARY SCHOOL
Kitagwenda District Local Government has taken note of the concerns raised in the media regarding the learning environment and sanitation challenges at Kanyabikyere Primary School in Mahyoro Town Council, Kitagwenda District.
The District acknowledges the challenges facing the school, particularly the shortage of classroom facilities and the need to improve sanitation for both learners and teachers. We recognise the importance of providing a safe, decent and conducive learning environment for every child.
1. Construction of a Five-Stance Pit Latrine
During the District’s headcount exercise at Kanyabikyere Primary School, it was established that the school had reported an enrollment of 570 learners, whereas the actual number verified during the verification exercise was 350 learners .
Following this verification, the District is planning to utilise the available savings under the capitation grant arising from the surplus learners previously reported by the school and other schools to undertake the urgent construction of a five-stance pit latrine at Kanyabikyere Primary School. This intervention is considered as an emergency response to the sanitation challenges facing the learners and teachers.
The District intends to complete the construction within the second quarter of FY 2026/2027, subject to the applicable financial and procurement procedures. The approval process for the construction works is expected to commence on Monday, 26th October 2026, paving the way for the urgent implementation of the project in accordance with established procedures.
Kitagwenda District Local Government remains committed to addressing the school’s immediate sanitation needs and ensuring that available public resources are utilised responsibly, transparently and in accordance with applicable financial regulations.
2. Clarification on the Alleged Diversion of Funds
The District wishes to clarify that funds intended for Kanyabikyere Primary School were not diverted to Kitonzi Primary School.
The two schools have different infrastructure needs and enrollment levels. Kitonzi Primary School has an enrolment of more than 1,000 learners, compared to the 350 learners verified at Kanyabikyere Primary School during the District’s headcount exercise.
Infrastructure priorities are determined by considering enrollment levels, the urgency of needs, available resources and the overall requirements of schools across the District. The implementation of a project at one school should therefore not be interpreted as the diversion of funds intended for another school.
The District remains committed to ensuring that resources are allocated and utilised in accordance with approved plans, applicable financial regulations and the needs of the education sector.
3. Appeal for Support Towards Temporary Classrooms
While the District continues to lobby for additional funding to construct permanent classroom facilities at Kanyabikyere Primary School, we appeal to the Catholic Church, together with parents and other education stakeholders, to support efforts to establish temporary classrooms.
Such collaboration would help ease the current classroom shortage and provide learners with a more suitable environment in which to study as the District pursues resources for permanent infrastructure.
The District believes that improving the school’s learning environment requires a collective effort involving government, religious institutions, parents and the wider community.
4. Commitment to Improving Education Infrastructure
Kitagwenda District Local Government remains committed to improving access to quality education through the gradual development of school infrastructure, subject to available resources and approved plans.
We value the concerns raised by parents, teachers, the media and other stakeholders, and we encourage constructive engagement as we work towards addressing the challenges facing our schools.
The District reiterates its commitment to the urgent construction of a five-stance pit latrine at Kanyabikyere Primary School within the second quarter of FY 2026/2027, subject to the completion of the necessary financial and procurement procedures.
We further reaffirm that funds intended for Kanyabikyere Primary School were not diverted to Kitonzi Primary School. The District will continue to pursue additional resources for permanent classrooms while encouraging stakeholders to support interim measures that can improve the learning environment.
We call upon all stakeholders to work together with the District to improve sanitation, classroom infrastructure and the overall quality of education in Kitagwenda.
KITAGWENDA DISTRICT LOCAL GOVERNMENT remains committed to improve service delivery and quality education for all.
