Dear Headteachers,
Following the directive issued by the Chief Administrative Officer, Kitagwenda District Local Government, dated 7th September 2026, all Headteachers of Government-Aided Primary and Secondary Schools are reminded to strictly comply with the Government policy on non-charging of unauthorized school fees and levies.

All schools are hereby reminded that:
- No learner under the UPE/USE programme should be charged unauthorized school fees, levies or other compulsory payments.
- No learner should be denied access to lessons, examinations or other school services, or sent home, for failure to pay unauthorized charges.
- Government grants and other funds provided to schools must be properly utilized and fully accounted for.
- Any voluntary contribution from parents must be discussed and approved by the appropriate School Management Committee/Board of Governors and parents, and a proper minute must be maintained.
- All Headteachers are required to display the directive on the school notice board and communicate its contents to parents, learners and other stakeholders.

Strict compliance is required. Any Headteacher found violating the directive may face administrative and disciplinary action in accordance with the law.
